Hot Potatoes program is a program where you can prepare classic, multiple-choice tests and transfer them on the web. There is no need to use the internet afterwards. Although I still have not figured out how to use the site, this is the main idea.
I'm afraid I can't download because my computer doesn't support this program. But the download link is here. https://hotpot.uvic.ca/#downloads
